Protests in Albania over a proposed luxury resort backed by Donald Trump’s son-in-law, Jared Kushner, are set to intensify after opponents rejected an offer from the country’s prime minister “to discuss solutions”.

Thousands took to the streets of Tirana for a third straight day on Wednesday, some of them brandishing inflatable flamingos in a nod to feared environmental damage, amid mounting calls for the project to be blocked.

Protests are also planned for the south of the country, where groundwork on the $1.6bn (£1.19bn) complex recently began in an area long seen as one of the Mediterranean’s most environmentally sensitive.

“From start to finish there has been a total lack of transparency,” said Aleksandr Trajce, executive director of the country’s leading conservation group, the Protection and Preservation of the Natural Environment in Albania (PPNEA). “We have seen no public consultation or public documentation regarding permits, and so now what we are saying is, if they remove the bulldozers, remove the fence and restore the habitats to what they were, then we can start talking.”

Gavin Newsom, California’s governor, signed legislation Wednesday that aims to shield California elections from federal interference, saying he expected Donald Trump’s administration to try to meddle in the midterms this year.

The law, which took effect immediately and came days before next Tuesday’s primary, prohibits any person – including federal agents – from accessing voter rolls or election technology without a court order. Law enforcement officers are restricted from disrupting election workers, except in public safety emergencies.

The US House of Representatives delivered a stunning rebuke to Donald Trump over his war on Iran on Wednesday, as representatives backed a move to force him to seek approval from Congress or withdraw US forces.

The House voted 215 to 208 in favor of the war powers resolution, as four Republicans voted with Democrats. The dissident Republicans were Thomas Massie of Kentucky, Brian Fitzpatrick of Pennsylvania, Warren Davidson of Ohio and Tom Barrett of Michigan.

“Following repeated attempts to get sycophants in the Republican-controlled House to join us, House Democrats successfully passed our war powers resolution today to stand up for the American people and hold Donald Trump accountable,” the top three House Democrats – Hakeem Jeffries of New York, Katherine Clark of Massachusetts and Pete Aguilar of California – said in a joint statement. “It is now time for Senate Republicans to do the right thing.”

The ballroom security proposal had triggered a major congressional standoff, with the Senate’s Democratic minority leader, Chuck Schumer, saying his party would fight the funding “with every tool we have”. That included proposing amendments to the bill that could force vulnerable Republicans into tough votes ahead of November’s midterm elections, when the GOP will defend its control of Congress.

Seven Republican senators joined Democrats early on Friday to block the extension of a powerful government surveillance program, a rebuke to Donald Trump for choosing an inexperienced ally as the country’s top intelligence official.

The No Kings movement has announced a nationwide event on 14 June, directly counter-programming Donald Trump’s 80th birthday celebrations and a Ultimate Fighting Championship (UFC) bout on the south lawn of the White House.

The centerpiece is a 90-minute concert at New York’s Town Hall featuring entertainer Bette Midler, songwriter Patti Smith, actor Jane Fonda, musician Rufus Wainwright and commentator Joy Reid – streaming free nationwide, while local groups host watch parties across the country. The event is co-presented by the Committee for the First Amendment, a coalition of artists and cultural figures, and frames the US’s 250th anniversary as a moment of democratic reckoning.

The first No Kings day, held on Trump’s 79th birthday last June to coincide with a military parade in Washington DC, drew an estimated 5 million participants nationwide, and by October, organizers claimed 7 million people turned out.

A third mobilization in March brought an estimated 8 million people into the streets in all 50 states and more than two dozen countries – which organizers described as the largest single-day protest ever recorded.

This year’s action adds a cultural dimension to the street protests, pairing the concert format with local community gatherings that organizers say will include art-making and civic action alongside the broadcast.

A group of Miami residents has filed a lawsuit against Donald Trump and the state of Florida over a land giveaway for his proposed presidential library.

Almost three acres of prime waterfront land that once belonged to Miami Dade College (MDC) were illegally gifted to the US president by Florida’s Republican governor, Ron DeSantis, the lawsuit states.

It cites the domestic emoluments clause of the US constitution that prohibits a sitting president from receiving any personal gain, profit or advantage from their position.

The action was brought in US district court for the southern district of Florida by the Washington DC-based Constitutional Accountability Center (CAC) on behalf of plaintiffs including an MDC student, a Miami non-profit, and residents, who state the land “is no longer available to serve MDC’s student community and downtown Miami”.

The New York Times has filed a second lawsuit against the Pentagon, arguing that its recent policy requiring journalists to have official escorts when on Pentagon grounds is unconstitutional.

The Trump administration unveiled sweeping restrictions on press access at the US Department of Defense, which it calls the Department of War, last September.

In a suit filed in the US district court in Washington on Monday, the Times argued that an interim policy introduced in the spring had imposed “utterly unreasonable” restrictions on journalists attempting to cover the department.

“Vote by vote, Democrats are breaking through Republicans’ wall of silence on Trump’s illegal war,” the Senate minority leader, Chuck Schumer, said in a statement. “For more than 80 days, Trump has dragged America into a costly, chaotic conflict with no plan, no objective, and no legal authority. Today proved our pressure is working: Republicans are starting to crack, and momentum is building to check him. We are not letting up.”

Tuesday’s vote marks just the first step toward full passage of the resolution, which Trump will almost certainly veto even if it does pass in both the Senate and the House.

Still, Democrats see the resolution’s advancement as a way to force Republicans to take a stance on Trump’s unpopular war.

“The Senate should use this moment to do what we should have done before the war started – discuss the rationale, strategy, end state, and costs to American taxpayers and our economy,” said the bill’s sponsor, Virginia senator Tim Kaine, in a statement before the vote.

The US Senate will not pass the $70bn legislation ahead of a 1 June deadline set by the US president, Republican senators told reporters on Thursday, as lawmakers leave Washington for the Memorial Day recess.

It comes amid backlash from members of Trump’s own party against an attempt to latch funding for his ballroom project on to the immigration bill.

The plan prompted intense anxiety among congressional Republicans, who feared diverting taxpayer dollars toward Trump’s “East Wing modernization project” amid mounting cost of living concerns across the US would risk alienating voters ahead of November’s midterm elections.

Some Senate Republicans have also expressed concerns about a plan, announced on Monday, to create a secretive $1.776bn fund – which critics have argued is essentially a slush fund – to compensate Trump allies as part of an agreement in which the president and his sons dropped a $10bn long-shot lawsuit against the US Internal Revenue Service.
